By Joe Follick Ledger Tallahassee Bureau TALLAHASSEE A move that could leave taxpayers paying for accidents caused by CSX Transportation on a new passenger rail line drew strong criticism from the state's chief financial officer and lawmakers Wednesday. But even critics said it was not likely to stop the state's $491 million plan to launch commuter rail service in Volusia, Orange and Osceola counties.
