No Big Tax Dollars For Polk

Currently CSX is disputed taxes owed in other counties on intermodal sites! Why would the City of Winter Haven advertise aggressively that Polk will cash in to the tune of $40 million, when no one else has! Can the city be sued for false statements and representations?
